How to get a Beijing Police Clearance Certificate while abroad?

Some individuals may need to obtain Evidence of No Criminal Record in Beijing, China where they have lived in the past for visa or immigration purposes.

Non-Criminal Record is the proof from issuing authorities stating someone do not have a criminal record. Non-Criminal Record in China is also known as China Police Clearance Certificate, Certificate of Good Conduct, Police Check, Clearance Certificate or Criminal History Record Check.

There is no online system for expats requesting Beijing Police Clearance Certificate. You may apply in person or authorize a third party to request on your own. Police clearance certificate is written in Chinese, it must be submitted to Notary Public Office in China for a certified translation in English or other languages.

You are requested to provide Beijing Police Clearance Certificate if:

1. You ever worked, studied, or lived in Beijing, now you need to apply for a work visa, student visa, permanent residence or immigration for the United States, Canada, the United Kingdom, Australia, Singapore, Spain, South Africa, France, etc.

2. You are currently working, studying, or living in China and need to provide Police Certificate/Non-Criminal Record Certificate for a China work permit, or reapply for a new China work permit after a change of employer, or China permanent residence application.

3.You may need to work or volunteer with vulnerable groups i.e. children, medical patients, the elderly might be asked by employer or volunteer organization to provide a China police certificate if you have ever lived in China before.

Who is eligible for Beijing Police Certificate/Non-Criminal Record Certificate?

Individuals have worked, studied, or lived in Beijing with work visa, student visa or, family reunion visa for more than 6 months can apply for Beijing Police Certificate/Non-Criminal Record Certificate. Generally, people with Z (work), X1 (study), or J1 (journalist) visa possessing residence permit who can live in Beijing for more than 6 months can apply for Beijing Police Clearance Certificate/Non-Criminal Record Certificate.

Note: 6 months refers to accumulated period of residence with long-term residence permit in China, or continuous period of residence with short-term China visa.

If China Police Certificate/Non-Criminal Record Certificate will be used for work, please provide the certificate of employment; If the Police Clearance Certificate/Non-Criminal Record Certificate will be used for immigration, please provide the electronic copy of a request letter from the relevant Consulate/ Immigration Authority/Government Authority, which  indicates that Beijing Police Certificate is required.

Who can issue China Police Certificate/Non-Criminal Record Certificate in Beijing?

A police certificate is an official document issued by the police or government agency of a country to enumerate any criminal records that the applicant may have. Criminal records may include arrest, conviction, and possibly criminal proceedings.

At the end of 2019, Beijing’s government implement new policy on issuance of China Police Certificate to foreigners. Procedures of requesting Beijing Police Certificate are a little bit more complicated than before. Foreigners obtaining a work visa, student visa and immigration need to go to Public Security Bureau and Notary Public Office respectively to apply for Beijing Police Certificate.

Processing time for applying for Beijing Police Certificate/Non-Criminal Background Check Certificate

Regular time: 2-3 weeks excluding mailing time.

The period of residence in Beijing covered by Beijing Police Clearance Certificate/Non-Criminal Background Check Certificate.

Beijing Police Certificate/Non-Criminal Record issued by Beijing Public Security Bureau (PSB) would cover the entire period of the applicant’s residence in Beijing.

China Police Certificate/Non-Criminal Record Certificate is issued by each municipal/provincial police station/Public Security Bureau (PSB) or Public Notary office. Each municipal/provincial department has jurisdiction over its territory only.

Cases of Beijing Police Clearance Certificate/Non-Criminal Record Certificate are unobtainable.

Please kindly be advised that there are cases in which the Beijing Police Certificate/Non-Criminal Record Certificate is unobtainable. You may fail to obtain Beijing Police Certificate/Non-Criminal Record Certificate if:

▸ You stay in Beijing with tourist visa, business visa, or study visa (X2) for less than 6 months.
▸ You did not register the registration form for temporary residence during the period of your stay in Beijing.

Canada: If you can’t get a police certificate from a country, you’re responsible for showing why you can’t get one. You must provide a police certificate when you apply for permanent residence, citizenship or some temporary residence programs in Canada. If the residence period of your registration in police system is 6 months or more, you are eligible to apply for Beijing Police Certificate. The period reflected on Beijing Police Certificate goes by the residence registration record filed in the police system.

 If there is no continuous period of 6 months or more covered by the accommodation record filed in the police system, you are not qualified to apply for Beijing Police Certificate. Although you did the accommodation registration, you may be rejected to apply for Beijing Police Certificate by Exit and Entry Administration of the Public Security Bureau.
