- Exit and Entry Administration Bureau of Guangzhou Public Security Bureau checks whether the applicant has criminal records and issues the Guangzhou Police Clearance Certificate/Non-Criminal Record Certificate.
- Guangzhou Notary Public checks reviews the Police Clearance Certificate/Non-Criminal Record Certificate and then issue a Notarial Certificate of Criminal Record Check.
