According to the policy, foreigners who have stayed in Guangzhou for six months or more are eligible to apply for a non-criminal record certificate. Who can issue Police Clearance Certificate/Non-Criminal Record Certificate in Guangzhou?
According to the Provisions on ” Investigation of Criminal Records by Public Security Organs ” issued by the Public Security Department in December 2021, foreigners who have lived in China for more than 6 months can apply for Guangzhou Police Certificate at the Exit and Entry Administration Bureau of Municipal/Provincial Public Security Bureau.
Foreigners should apply for Guangzhou Police Clearance Certificate/Non-Criminal Record Certificate at the Exit-entry Administration Bureau of Guangzhou Public Security Bureau, and then get it notarized at Guangzhou Notary Public Office. The procedures are as follows:
- Submit the required documents to the Exit and Entry Administration Bureau of Guangzhou Public Security Bureau.
- Exit and Entry Administration Bureau of Guangzhou Public Security Bureau checks whether the applicant has criminal records and issues the Guangzhou Police Clearance Certificate/Non-Criminal Record Certificate.
- Guangzhou Notary Public checks reviews the Police Clearance Certificate/Non-Criminal Record Certificate and then issue a Notarial Certificate of Criminal Record Check.

It depends. If you have ever did the residence registration within 24 hours of your arrival in Guangzhou, you could retrieve the residence registration form at the local police station. However, if the residence period on your registration form is less than 6 months, you are not eligible to apply for Guangzhou Police Clearance Certificate.
